
In April–May 2026, new amendments to immigration legislation came into force in the Turkish Republic of Northern Cyprus, introducing a temporary immigration amnesty for foreign nationals residing in the country without valid legal status.
Purpose of the Amnesty
The main objectives of the new amnesty program are:
- to legalize the status of foreigners who have violated visa regulations;
- to reduce the number of undocumented residents;
- to improve the regulation of residency and work permit systems;
- and to integrate foreign nationals into the official employment and taxation system.
Who Can Benefit from the Amnesty
The amnesty applies to foreign nationals who:
- are living in the TRNC without a valid residence permit or work permit;
- have overstayed their visa period;
- or, in certain cases, are currently outside the TRNC but have previous immigration violations.
Application Period
According to the published regulations:
- applications may be submitted within a 45-day period;
- after approval, applicants receive temporary legal status for 60 days;
- during this time, they must obtain a valid residence permit or work permit.
Financial Requirements
Participation in the amnesty program may require payment of:
- administrative fines;
- registration fees;
- or, in some cases, an amount equivalent to one minimum monthly wage within 10 days after approval.
Important Conditions
All applications are subject to review by security authorities and the Ministry of Interior. Amnesty approval is granted only to applicants who do not pose a public security risk and who meet the required legal conditions.
Important Information for Foreign Residents
Authorities in the Turkish Republic of Northern Cyprus have stated that after the amnesty period ends, immigration controls and penalties for visa violations are expected to become significantly stricter, including higher fines and possible entry restrictions.
