New Rules for Holders of Foreign Driving Licences in the TRNC (Northern Cyprus)
As of 6 October 2026, new regulations concerning foreign driving licence holders have come into effect in the Turkish Republic of Northern Cyprus (TRNC). A transitional period of 90 days has been introduced.
Foreign nationals who no longer qualify as visitors are required to obtain a TRNC driving licence in accordance with the new regulations rather than continue relying on their foreign licences.
Stage One: One-Year Learner’s Driving Licence
Applicants may initially apply for a learner’s driving licence (Öğrenci Ehliyeti), valid for one year.
The application process includes completing the relevant application form, paying the required government fees and meeting the applicable eligibility criteria.
Stage Two: Five-Year TRNC Driving Licence
Applicants seeking a five-year TRNC driving licence must complete the required procedures for the relevant vehicle categories:
D — Cars and other motor vehicles. H, H1, H2 — Motorcycles. J — Mopeds.
Applicants are required to:
Pass a written examination covering traffic regulations and road signs.
Complete at least five days of driving school training, including eight hours of daytime practical driving and two hours of night driving.
Submit official proof of completion of the required training.
Pay the applicable fees and submit an application for a TRNC driving licence valid for five years.
Important Exception
These temporary regulations do not apply to citizens of Pakistan and Bangladesh. Foreign driving licences held by citizens of these countries cannot be exchanged for TRNC driving licences under this procedure.
Applicants are advised to confirm the latest requirements and required documentation with the relevant TRNC authorities before submitting an application.
